I follow legal analysts who were cautious from the beginning that the dossier was planted disinformation, and to the extent it was used for warrants is obviously an intelligence failure.
I hoped you watched the video I linked on how Russia is using it (on both sides) to spread dissent within our country.
As to Manafort, the Republican led, years long intelligence committee report decided Manafort had worked with Russian intelligence, and they in turn worked with Wikileaks to influence the election. Rudy said turning over the polling data was "bad judgement." Can you think of a possible legal explanation that Manafort would give US polling data to a Russian intelligence officer? Sharing it other Republican state parties makes sense. Sharing it with the Russians (so they could perhaps target US voters with Facebook ads to influence the election) seems to be a little out of bounds.

You'll recall Manafort was pardoned for his crimes, and to accept a pardon is an admission of guilt.
The FBI currently has a $250,000 reward for the Russian intelligence officer with whom Manafort shared polling data.

NOTHING ABOUT A RUSSIAN SPY. Nothing about treason or crimes against the country. The pardon was for the above conviction.
And with the “reward” the FBI is trying to cover their ass with a straw man who can never be caught because he doesn’t exist. The media will never go back and correct their BS. What can I say. The Senate Republicans said he gave polling data to the Russians. The DOJ doesn't prosecute...perhaps it's not a crime on it's face.
But...are you so naive that you don't think there was a purpose to him doing that? His lawyers admitted he did. What was his reason for giving Russians some American polling data? Good grief.
Meanwhile, to inject a small amount of humor (if you remember the song) here is a ruling from a judge in the trial of one of the insurrectionists who stormed the Capitol, and wanted to travel to Europe:

Paul. Please listen. None of that information that either the Republicans nor the media reported was verified and corroborated. it was all hearsay as Detailed in Mate’s essay. THAT is why the DOJ couldn’t prosecute or Mueller accuse.
See, there is this thing called EVIDENCE to be able to show a crime or that Manafort ever did that. The FBI falsified info to the Republicans just like they falsified information in the FISA warrants. That, at the time was the garbage that was submitted to them. It’s been totally debunked since. These were made up stories repeated by compliant news media who had it out for Trump and that Hilary lost.
Stop believing bull shit and start believing what happens in court- after PROOF is submitted. Stop with the straw men.

Not that it will obviously change anyone's mind, but the FBI investigation (Crossfire Hurricane) was opened after a friendly government advised the US of a potential problem involving Russia and the Trump campaign.
The original FISA applications were before the Steele dossier, and were supported as necessary from FBI intelligence.
From the IG report on the investigation:
As we describe in Chapter Three, the FBI opened Crossfire Hurricane on Ju ly 31, 2016, just days after its receipt of information from a Friendly Foreign
Government (FFG) reporting that, in May 2016, during a meeting with the FFG, then Trump campaign foreign policy advisor George Papadopoulos "suggested the Trump team had received some kind of suggestion from Russia that it could assist this process with the anonymous release of information during the campaign that would be damaging to Mrs. Clinton (and President Obama)." The FBI Electronic Communication (EC) opening the Crossfire Hurricane investigation stated t hat, based o n the FFG information, "this investigation is being opened to determine whether individual(s) associated with the Trump campaign are witting of and/or coordinating activities with the Government of Russia."
These officials, though, did not become aware of Steele's election reporting until weeks later and we therefore determined that Steele's reports played no role in the Crossfire Hurricane opening.
