The only government that seems to work in that region is a brutal dictatorship. There is little/no value in trying to depose one Dictator because you then either have to (1) try and fail to install another, more progressive, form of government or (2) deal with whatever other Dictator fills the power vacuum. I think (hope) we learned that lesson in Iraq.
I'm sure that there are people in that region who would like a different form of government, but there clearly aren't enough of them to make it happen, or to sustain it when a foreign entity makes it happen for them. Remember about 10 years ago during the Arab Spring when it was 'imminent' that Iran's regime would get overthrown and replaced with a more modern government? How did that work out?
