These are in essence rules that could be implemented beginning in the 2017-18 season. The most notable change will be the foul situation in each half - the bonus/penalty situation will apply with the 5th team foul. The 1-and-1 would be replaced with 2-shot fouls (except for 3-shot fouls when attempting a 3) and the fouls would be reset to 0 at the 10-minute mark of each half. Overtime would have a 3-foul limit per OT period and then the bonus/penalty situation kicks in after the 4th foul. Note that the NCAA is not going to quarters for the postseason, but these rules suggest that change is becoming imminent.
Another rule change would involve resetting the shot clock to 20 (instead of 30) if the ball is in the frontcourt in certain situations (i.e. after fouls, stoppages in play).

i really would NOT like to see the quarters/fouls crap changed. I just don't like that idea at all.

I would be ok with the shot clock resetting to less than 30 in certain situations.

I would be OK with a 24 second shot clock.

I wouldn't either. I think quarters are dumb. I don't even like them in football. What's the point of a clock that let's you know how much time is left until the half is half over?? It's not a big thing, but it is a thing, and it's a dumb thing. It's also an unneeded stop.
I'm not a huge fan of the 20 second shotclock either. It's fine the way it is. It seems like the NCAA is always fixing things that aren't broken or breaking things that are fixed.

I like it. It will prevent a team from being in the bonus for 14:00 a half.

I suppose that is one of the pro's. But I guess I don't feel that happens nearly often enough for it to be a problem now. They could just do away with the one-and-ones and go out to two shots on the tenth foul.

We would have definitely lost @ Creighton if they had 3 more fouls to give.

Don't like the foul reset within the half...that's stupid. I do like the foul reset for OT. Puts more focus on playing the game vs shooting FTs to win.
Shot clock to 20 in frontcourt seems like a good change.

Why? They only had 1 foul with 1 minute left so with new rules Xavier would just have been in the bonus sooner.
