It's because we have so many "unrate-able" new players.

I don't think that's the case. If new players were "unrate-able" I find it hard to believe UK would be #2.

I don't know exactly how his ranking work for the preseason. I do know that some of the major factors are recruiting, returning players, how the team has done the last five seasons, a stronger emphasis on how the team has done the last two seasons, and what the overall basketball budget is.
Considering how good Creighton was the last two years and what their budget is, 47th is pretty low. They must really be lacking in the recruiting and returning players department.
His formula changes about ten games in. If he were to use the formula he uses at the end of the season for the beginning of the season, everyone would be at zero, which is really where everyone truly starts.

Here's a high level view of how he comes up with his preseason rankings. Lot of the same things you'd mentioned. http://kenpom.com/blog/index.php/weblog/entry/pre_season_ratings_2014
I used to follow KenPom pretty closely and generally really like his stuff. But I find it really difficult to take this attempt at a preseason ranking too seriously. Once we get near conference play is when I like to start looking at that stuff. Before then is entirely useless.

I agree. That's how I feel about every preseason poll, though.

Preseason AP Poll (http://www.ncaa.com/rankings/basketball-men/d1)
Only Big East teams to get votes are Nova at 12 and Georgetown at 44.
I don't remember the exact numbers, but I think history says something like 10 of the teams in the preseason top 25 will not be in the top 40 a few months from now. Sneaking up...

My own independent research has indicated that generally about twelve teams don't finish in the top 25 and about eight miss the tournament every year. That's my own unofficial research mind you.

Oh no doubt.
The only reason I mentioned the lack of Big East teams is because it is apparent to me that as a conference we're going to need some big OOC wins to get some respect going for the conference.
