The NBA limited its draft to say the first round plus in the second, only the "lottery" teams .. eight I think.
Thus they help the "bad" teams improve, which is why the draft order is what it is.
College players who are not likely in the top 38, would stay another year. That benefits the college game.
The NBA benefits because they would be doling out that second round salary to 22 players who in all likelihood won't make it their first year in the NBA. Players returning get more and better coaching coming back then they can get in the D-League because in college they get more individual coaching than they will get in the D-League.
Just a thought.
And with that, the NBA can junk that stupid one year college rule. The college game would lose a couple players every year, but they lose those kids after one year as it is.

It's better for the players if the draft only goes lottery deep in the second round. Being an undrafted free agent is better than getting picked in the second round. That's not a solution that's likely to cause more players to return to college.

The NBA doesn't want to get rid of the 1 year in college rule. They got burned way too much by high schoolers who flamed out. They want to see some type of comparisons at the college level.
