I hate iTunes. Amazon is OK and Google Play doesn't have quite the selection as the others. But they all are about the same price .99-1.49 per song.
Awhile back I discovered ivave.com (http://ivave.com). Apparently it is a Russian site which uses a loophole in the Russian laws to offer music downloads for about 5 cents per song. They do this by essentially taking advantage of Russian royalty laws. Instead of paying what it costs to own the music, you pay what it would cost to play the music on a radio station.
It's scary at first, you have to fund your account before you can use download anything. But after that you can download songs or entire albums. Not saying that I have or haven't actually downloaded anything... But theoretically you could and I thought it was interesting enough to share.

Legal or not, I would NEVER give my credit card info to a Russian site. Ever. For any reason. Russians are behind a great deal of the financial fuckery going on these days with credit cards, banks, etc. Just keep checking your credit score and credit cards to make sure you haven't had your identity stolen.

I just ask for iTunes gift cards on birthdays and Christmas. I got about $150 worth this past year and it makes me feel better about getting $$$ to the artists.
There was an earlier incarnation of the Russian site you mention. That one disappeared and I imagine this one will too.
Kind of like firstrowsports.com or whatever it is now.

If you have a Sahms Club membership they often run specials where $50 iTunes cards are $40. Or $100 for $89.

Here's an old New York Times article about the site that has since been shut down. The RIAA clearly thinks these are pirate sites since they are not paying the artists nor do they have any legitimate right to distribute the music.
I guess I should rephrase my question - if you're going to take music without the artist getting paid, why not just steal it? Why give the Latvians your credit card and address information. Just go ahead and download it.

Spotify is 10 bucks a month and you can play whatever, whenever. I have no iTunes music on my phone at all anymore due to spotify
