Entering the 2013-14 season the goal is to increase the freedom of movement for offensive players, which would (in theory) lead to improved shooting and scoring numbers. Last year was one of the worst ever in college basketball (http://www.usatoday.com/story/sports/ncaab/2013/04/23/mens-statistics-scoring-and-fouls-low/2107661/) in regards to offensive production, as teams averaged 67.5 points per game (the lowest average since 1951-52) and three-point shooting was as low as it’s ever been since the shot was instituted during the 1986-87 season. Meanwhile the number of fouls called in games decreased, with the bumping of cutters and other forms of contact that restrict freedom of movement going uncalled on a regular basis.

The article makes the great point that the new contact rules must be enforced all season. We've all seen these new rules touted in the OOC Schedule and then a different brand of basketball is officiated during the Conference Season, only to change once again in the Tournaments. There are much smarter basketball minds than me on this site? How do you see these proposals helping?

This will severely impact "havoc" in a negative way.

It's about time with this. Deal with it Shaka. Your defense has been BS.

It will affect them mostly against teams with good guard play (see Michigan game and 1st half of X-VCU game last year).

Every year the NCAA comes out with different points of emphasis, but will they follow through for a whole season? We'll see.

Could be very very good for Semaj/Randolph's style of play.

This was a necessary adjustment in my opinion. Not to take anything away from the national champs Lousiville, as they obviously deserved it, but I often found myself enraged at how much they got away with the physicality in their full court press. It was like a football game out there.

That NC game last year was atrocious. Allowing Siva to dry hump Burke down the floor was embarrassing. With these rules Michigan is the NC.

This is a great point of emphasis. The fouling on defense was getting ridiculous, as exhibited by 'havoc' and whatever Louisville's defense was called. Basically the whole defensive philosophy is to constantly foul. I can't believe how much stuff went un-called last year.

This rule change should benefit teams like Xavier that often have smaller, quicker guards. I'm sure Dee Davis is estatic.

I am just as skeptical. They never seem to follow through with their points of emphasis past January 1.

The fouling defense philosophy is, they won't call it all the time , so do it until they make you stop. Just like holding receivers in football.

5 fouls makes for a lot of guess work on the part of the players. By the time the players have figured out that the referees are intent on calling the game tightly, key players are stuck on the bench for the rest of the half. If a radical change could be implemented, I'd like to see 6 fouls with 22 or 25 minute halves. (selfishly: more hoops for me)

The powers that be have to take these steps mentioned as a starting point While not college hoops fan is a fan of the NBA's style of play, there should be some effort at consistency to give players meaningful preparation for playing at the next level.

Count me as thrilled with the change as long as it is uniformly enforced. One of the things I have worried about going into BE play is the overly physical play allowed in the league. Not only is it painful to watch, it seems to always get penalized when BE teams get into the Dance.

I understand that the hand check is one thing that will be very very closely watched. simple terms last year it was said one one ok, two on done. now if that one deters free movement in any way, whistle. should be as interesting a change as the way the charge/block has evolved.

Similar changes to the handcheck rules are part of what's brought about a better level of play (IMO) in the NBA. I look forward to it.
