I believe that 'offers' should be used in this case since a player cannot actually and officially receive a scholarship until he is eligible to sign an LOI.

We all know there's a middle ground of the verbal commitment. Justin Bibbs has been offered a scholarship. Edmond Sumner and Mack have verbally agreed upon a scholarship. Though the 9th grader and Williams have a lot more time than Sumner and Mack to back out of the verbal, they both are technically in the same situation, where they can't sign an LOI.
