The governing body may waive limits on meal money and clothing allowances for student athletes, in essence clearing the way for athletic departments to assist athletes with living expenses that were previously seriously curtailed.

This is something that very few people realize. The NCAA League Office is actually in favor of paying players or awarding them stipends. They've actually been pushing for it for a long time. it's the schools that don't want to do it. Why would they?? The players already play for free.

As for deregulating the amount of money spent on meals while on the road, almost no one spends as much as they're allowed to anyway. Most teams eat at the same types of restaurants every trip. So, it's kind of like saying schools can have as many basketballs as they want. It's kind of a pointless rule because everybody already has as many as they care to have.
