Other states do have separate divisions for public and private schools, although I have no problem with the current setup.
Hell, my school (Columbus St. Charles) is setting itself up to be a sacrificial lamb as it moves up to Division I for football next year. It was rare enough seeing them get in the playoffs in Division II - it'll be damn near impossible going up against OCC schools up here.

Kentucky is eventually going to split. St. X and Trinity just win everything there (especially my Tigers!), and it's frankly become a bit ridiculous. Unfortunately, the sport I played hasn't won a title since 1982 (I think), and has only been past the Regional (to the Final 16) once since my graduation in 1994 (yeah, I went twice in two years, so I'm kind of a big deal).

Missouri went to a system where each private school student was counted as 1.33 students. So my high school had 1,200 guys, but for athletic purposes we had 3,192 once the penalty was added.
Overall it wasn't that effective. The all guy high schools were already in the top class for all sports so it really only punished small private schools that weren't that competitive to start with.

I think that any person who advocates rigging the divisions (like the proposed Ohio plan, private and public divisions, etc.) is both a communist and a coward.

Sorry, forgot to include that the school was an all guys school therefore the penalty is 2.66.
