Isn't there a rule where two teams can't be paired against each other in the first round from the same conference? Is it just the first round or first two rounds?

the top three teams from each conference must be in different regions. so, if temple and xavier are locks, and richmond and duquesne are on the bubble. if temple and x haven't been mentioned in the first two regions revealed, you know duquesne and richmond are both out.
teams cannot meet prior to the elite eight, unless more than eight get in. they did break this rule last year, but the only reason they did it is in order to make the bracket fit, they would have had to move the seed lines of too many teams.

it's the first 2 rounds. Conference foes cannot meet until the Sweet 16.

it's actually the elite eight.
another rule is that two teams from the same conference cannot be in the same region if they're seeded 4th or better, unless of course that conference has more than four teams with #4 seeds or better.

Per the NCAA (http://www.ncaa.com/sites/default/files/files/BracketPrin-Proc10-5-10.pdf):
Each of the first three teams selected from a
conference shall be placed in different
regions.
There shall not be more than two teams from
a conference in one region unless a ninth
team is selected from a conference.
No more than one team from a conference
may be seeded in the same grouping of four
in line Nos. 1-4 and 13-16 in a region, unless a
conference has four or more teams seeded in line
Nos. 1-4. In lines No. 5-12, two teams from the
same conference may be placed in the same
group of four.
Conference teams shall not meet prior to
the regional final unless a ninth team is selected
from a conference. If the committee is
unable to reconcile the bracket after exhausting
all reasonable options, it has the flexibility to
waive this principle to permit two teams from the
same conference to meet each other after the
second round.

they'll probably have to amend that this year due to the Big East probably getting at least 9 teams in.
I don't know why I thought it was the Sweet 16.

So there is a BE loop hole. I was thinking this rule might end up costing the BE a bid since the committee might just say "screw it" we can't fit in ____BE team due to the rule so let's take ________ instead.

Not sure where your hostility is coming from jackass but calm the hell down! It was a simply question and I don't care how long the rule has been in effect. The fact of the matter is the BE is the only conference large enough for the 9 qualifying teams wording to impact them.

Hmmm... I count 28 conferences large enough to conceivably have 9 qualifiers.

In short, pick the 34 at large teams however you want, but when it comes to seeding them, maybe seed them by actual expected outcome?
