as i understand it, the writers typically don't write the headlines. the editor does.

If the Enquirer is any example the don't usually read more than 2 sentences of the article before coming up with said headlines, either.

you are as usual dead right on. and when such a thing happens, the writer gets the blame because the desk man didn't do his job.

Yep. I typed my post in haste. So, in my case, blame the writer as I don't have an editor!
