The SEC has (sorta) banned Cowbells during in-game action. Full link to photo of the Bull Bell, and excerpt, below.

Question: are there any controls on noisemakers at the Cintas?

http://http://www.al.com/sports/index.ssf/2010/08/sec_sets_fine_amounts_for_miss.html

"We now know what ringing cowbells in Starkville at the wrong time will cost Mississippi State. According to The Jackson Clarion-Ledger, the SEC has decided the first offense will cost the school $5,000, the second offense is a $25,000 penalty, and the third offense is worth $50,000.

Cowbells can be used before a game, at halftime, during timeouts and after scores. Using the cowbell during the game action -- which Mississippi State fans have done for years as a school symbol -- would constitute a penalty.

The fines will be per game in which a violation or violations occur, not per violation. The SEC has capped the fine structure at $50,000, and the first-offense fine will be reduced to $5,000 if Mississippi State goes three years without a violation.

Some major questions still remain on this one-year trial experiment. Mainly, how will the SEC determine if a violation has occurred? Mississippi State AD Scott Stricklin told The Clarion-Ledger he expects the SEC representative assigned to each game and feedback from opposing schools will determine if there was a cowbell violation.

So how much is too much cowbell? I see a Christopher Walken SNL skit coming out of this."

You need to have Glow weigh in on this one; I believe he's on-site.

What happens if an opposing fan brings in a cowbell?

This is a travesty to all of humanity!

There will be a lot more deaths due to sever fevers this basketball season. Sigh.

I have been in Scotland. I am just getting settled in and back on board.

I have no idea what to think about the compromise between State and the SEC. With a total ban of cowbells, MSU fans have probably been sneaking 2,000 or so into each home game. With no restrictions on them coming into the stadium, that number will probably go to 15,000 to 20,000 per game, and there is no way that anyone can do anything to control those fans on when they will or will not ring the bells. Way more than 1/2 of the fans with bells will try to comply with the rules, but a large and noisy section of fans (students mostly) will ring the bells whenever they want.

When a game is close, and there is a big defensive play needed, a home team's fans will stand and make a lot of noise. In MSU's case, that means adding to the noise with cowbells. That is basically where opposing coaches go nuts about the cowbells. It is hard to call signals and audibles. For other parts of the game, they are just part of the atmosphere.

MSU fans are excited about the season. The stadium seats 56,000, and they will probably average 58,000 per game this year. Auburn, Georgia, Arkansas, etc. are coming into Starkville. Each of them has this game pegged as a W. MSU will be very competitive in Mullen's second year, and any W on their part will cause the other team/coach/fans to blame the cowbells for defeat.

Summary: Expect MSU to pay the fines.

Some Serious Cowbell, glow.

I'm thinking that the fans may just throw dollar bills on the field to pay the fine?

Or there will be Cowbell Kettles (a la Salvation Army) at the gates, with Cowbell Cowgirls in low cut tops ringing cowbells and urging fans to contribute in advance to pay the fines?

Blue Oyster Cult/Chambers Bros headline Cowbell Benefit Concert?

Perhaps a Bully Bell Society, where $5K gets you a good seat and a commemorative cowbell? Can you make a cowbell bobblehead?

Once again, to localize the thread, can Xavier fans bring cowbells into the Cintas?

So, how exactly, does a referee signal "cowbell violation" on the field?

I'm pretty sure the policy is to confiscate any loud noisemakers, such as cowbells and air horns. They are much harder on the ear indoors. I don't know if it's a written policy though.

Miss. St. fans used to use cowbells indoors for basketball. They were banned at some point. I think in the 60's. The ACC got into thunder sticks big time about 5 or 6 years ago until they were banned at indoor events.
