There is absolutely no job out of college that could pay me enough to live there. I'll rather continue serving assholes at my job than take a position in Dayton.

There are a few areas in Cincinnati that might benefit from a program like this. Maybe someone can start an adopt-a-foreclosure program where people agree to maintain vacant lots after the city tears down dilapidated houses. If the lot is ever sold they can split the proceeds with the city.
Times like these, people need to get creative.
