Well, they didn't compete everyone because A10 is this weekend and some people rested.

And we do have the most poorly funded track and cross country program in the A10...

Bear in mind that track and field only became a varsity sport within the past decade; they had it I think on a club level when I was a student there. It will take time to a) build some facilities (if that's even a priority for the athletic department) and b) add scholarships to put it near the top of the A-10.

When the sport reached varsity status, most of the runners were people from the XC team that did all the mid-range and long-distance events.
