Brendon “B.J.” Monteiro, 19, 6114 Town Place Drive, was charged with conspiracy to commit third-degree larceny and third-degree larceny, Torrington police said. Good thing West Virginia is right down the road, assuming that he can take care of his legal problems by getting that felony knocked down to a misdemeaner.
