Per ESPN.com...

Recommendations regarding defense under the basket and substitute free throw shooters for injured players have been made by the NCAA's Men's and Women's Basketball Rules Committee.

I like where the NCAA is trying to go with these 2 rules, but the proposed rules don't make a lot of sense.

If you are going to create an area where you are not allowed to take a charge, then paint the line on the court! How is a defender supposed to know whether his feet are inside or outside an imaginary line when the reference point is the rim which is 10 feet in the air?

On the substitute free throw shooter rule, it seems like they are overcompensating. Now instead of the coach getting to pick his best free throw shooter on his bench, the other coach gets to pick the worst free throw shooter on the court. How is that fair in cases where a guy is truly hurt and can't shoot the FTs? The issue to me is when a guy fakes an injury so that he doesn't have to sheet FTs. The solution should be to force a guy who can't shoot FTs to have to sit on the bench for some period of time (say 5 game minutes) before he can reenter. If there are less than 5 minutes left in the game, then he is done for the game.

So...if the opposing team has one good free throw shooter on their team...make sure you foul him enough to get him out of the game? Sounds like this might end up being a bad idea.
